Leading Digital Educational Transformation – A Competency Framework

Educational institutions in secondary vocational education (VET) and higher professional education (HE) face growing pressure from technological change, flexible learning paths and the quest to provide high-quality personalised experiences. This competency framework offers a clear set of competences for educational leaders who guide ICT-based transformation in this complex landscape.

Developed by the iXperium Centre of Expertise Teaching and Learning with ICT in collaboration with regional VET institutions in Gelderland (Netherlands), the framework builds on a clear need from practice: that leadership in digital transformation is not a solitary activity but a social process involving organisational steering, team-based change and individual exemplar behaviour.

In the Netherlands the framework is already applied in leadership programmes at institutions such as VISTA College and Aventus, and is linked to instruments developed with MBO Digitaal for self-reflection by managers on digital transformation leadership. Following international interest from the EDUsummIT working group “Developing and Leading Digital Learning Cultures in Schools: The Role of Leadership”, this English translation is published to support use beyond the Netherlands.
