Educational institutions in secondary vocational education (VET) and higher professional education face growing pressure from technological change, flexible learning paths and the quest to provide high-quality personalised experiences.
Developed by the iXperium Centre of Expertise Teaching and Learning with ICT in collaboration with regional VET institutions in Gelderland (Netherlands), the framework builds on a clear need from practice: leadership in digital transformation is not a solitary activity but a social process involving strategic governance, team-based change and individual exemplar behaviour.

In the Netherlands the framework is already being applied in leadership programmes at VET institutions such as VISTA College and Aventus and is linked to instruments developed with MBO Digitaal for self-reflection by managers on digital transformation leadership. Following international interest from the EDUsummIT working group “Developing and Leading Digital Learning Cultures in Schools: The Role of Leadership”, this English translation is published to support use beyond the Netherlands.
